33.国家级文化生态保护区建设的方针和原则是什么？

答：国家级文化生态保护区建设要认真贯彻非物质文化遗产保护工作“保护为主、抢救第一、合理利用、传承发展”的指导方针。

在文化生态保护区的建设工作中，应坚持以保护非物质文化遗产为核心的原则；坚持人文环境与自然环境协调、维护文化生态平衡的整体性保护原则；坚持尊重人民群众的文化主体地位的原则；坚持以人为本、活态传承的原则；坚持文化与经济社会协调发展的原则；坚持保护优先、开发服从保护的原则；坚持政府主导、社会参与的原则。

Q33. What are the guidelines and principles for the construction of national cultural ecology reserves?

Answer: The construction of national cultural ecology reserves shall seriously implement the guidelines put forward for intangible cultural heritage, namely “giving priority to protection, putting rescue at the first place, rational utilization, and succession and development”.

The following principles shall be adhered to in the construction of national cultural ecology reserves: making intangible cultural heritage the core of the reserve; creating harmony between cultural and natural environment and maintaining the balance in cultural ecology; respecting the people’s status as cultural subjects; human oriented and inheritance in dynamic manner; striking a balance between culture and economy development; and governments’ leading role coupled with social engagement.
