1.非物质文化遗产概念是什么时候提出来的？

答：1982年，联合国教科文组织下属世界遗产委员会在墨西哥会议文件中首次运用了“非物质文化遗产”概念，但用“民间文化”来表述。1989年 11月，联合国教科文组织在巴黎召开的第 25届大会上通过《保护传统文化和民俗的建议》，用“传统文化和民俗”来表述“非物质文化遗产”。1998年，联合国教科文组织在《宣布人类口头和非物质遗产代表作条例》中才开始使用与“非物质文化遗产”相近的术语“非物质遗产”，让其与“口头遗产”共同表述“非物质文化遗产”概念。2003年，联合国教科文组织通过的《保护非物质文化遗产公约》最终明确规定“非物质文化遗产”概念。

Q1. When was the concept of Intangible Cultural Heritage brought up?

Answer: In 1982, World Heritage Committee of UNESCO first raised the concept of “intangible cultural heritage” in its documents for theMexicoconference session, but it was expressed as “folk culture”. In November,1989, Recommendation on the Safeguarding of Traditional Culture and Folklore was adopted by UNESCO on the 25th Session of the World Heritage Committee in Paris and “intangible cultural heritage” was described as “traditional culture and folklore” in the document. In 1998, UNESCO started to use the term of “intangible heritage” in its document named Proclamation of Masterpieces of the Oral and Intangible Heritage of Humanity, and “intangible heritage” and “oral heritage” were combined to describe “intangible cultural heritage”. In 2003, Convention for the Safeguarding of the Intangible Cultural Heritage adopted by UNESCO explicitly defined the concept of “intangible cultural heritage”.
