44.《福建省非物质文化遗产条例》规定，县级以上地方人民政府文化主管部门如何进行项目初评和审议？

答：县级以上地方人民政府文化主管部门应当按照规定程序，组成不少于三人的专家评审小组和不少于七人的评审委员会，对推荐或者建议列入本级代表性项目名录的项目进行初评和审议。省级代表性项目名录的评审专家应当从省级非物质文化遗产专家库中随机选择。

初评意见经专家评审小组成员过半数通过后，报评审委员会审议。审议意见应当经评审委员会成员三分之二以上通过。

评审工作应当遵循公开、公开、公正的原则。 

Q44.According to the Regulations on Intangible Cultural Heritage in Fujian, how should the department in charge of culture at the county level and above conduct preliminary evaluation and review of the item of intangible cultural heritage?

Answer: The department in charge of culture at the county level and above shall organize an expert review team with no less than three persons and an expert review committee with no less than seven persons to conduct preliminary evaluation and review of the item of intangible cultural heritage that is recommended or suggested to be included in the catalogue of the representative items of intangible cultural heritage at the equivalent level to their authority. The review experts for the provincial representative catalogue of items of intangible cultural heritage shall be chosen from the provincial intangible cultural heritage expert database.

The preliminary evaluation opinions shall be adopted subject to more than half of the members of the expert review team. The review opinions given by the expert review team shall be adopted by two-thirds or more of the expert review committee members.

The review work shall follow the principles of openness, fairness and impartiality.
